Tri-Borough Joint Zoning OrdinanceTri-Borough Zoning Map ZONING PERMITS
Avalon Borough uses the Tri-Borough Joint Zoning Ordinance for all zoning specifications and regulations. Links are provided below for your convenience. Zoning questions should be directed to Avalon Borough at 412-761-5820. Avalon Borough's Zoning Officer is David Haslett.
The Borough of Avalon requires a Zoning Permit for all fences, retaining walls, driveways, steps, porches, decks, accessory structures (including small sheds), pools and similar items. This is not an all-inclusive list of items that need Zoning Permits.
When in doubt, please contact the Borough to ask before you begin any work.
If the building/hardscape footprint of your property is going to be changed in anyway a Zoning Permit is required.

Additionally, a Building Permit may also be required for your work depending on the scope of the project. ZONING HEARING BOARD
If your situation requires a variance from a particular zoning ordinance regulation, a Zoning Hearing Board has been established to conduct hearings and make decisions in accordance with the Tri-Borough Joint Zoning Ordinance. Applications for variances and hearing fees may be obtained from the Avalon Borough Administration Office. Zoning Hearings will be scheduled on the 2nd Monday of the month. Applications to appear before the Zoning Hearing Board must be received at least 30 days before the scheduled Zoning Hearing Board meeting.

PLANNING The Joint Planning Commission is a panel of representatives from Avalon, Bellevue and Ben Avon that was established to develop the Tri-Borough Joint Zoning Ordinance. The Commission continues to meet monthly, the last Monday of each month, at 7:00 pm located at the Avalon Borough Building 640 California Avenue, Pittsburgh PA 15202. Contact Catherine Houska, Chairman of the Joint Planning Commission, via email here with questions, comments or concerns.
The schedule for 2022 is as follows: January 24, 2022 February 28, 2022 March 28, 2022 April 25, 2022 May 23, 2022 June 27, 2022 July 25, 2022 August 22, 2022 September 26, 2022 October 24, 2022 *November 14, 2022 *December 12, 2022 *These meetings will be held at the Ben Avon Borough Building, 7101 Church Avenue, Pittsburgh, PA 15202 The Joint Planning Commission Members consist of three (3) representatives from each Borough:
